The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Cherryl Mencinger, Jerry Bartnicki, David LeBoeuf, and Kevin LaBonte. Guests included: Jim Nowack, Dan Hammerberg, Rich Sexton and John Anderson.

APPROVAL OF THE AGENDA:
The motion was made by Jerry to approve the agenda with Cherryl supporting. All in favor, Motion carried.
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by Jerry. David and Kevin looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org Motion approved.
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by David and seconded by Cherryl. All in favor, Aye. Motion approved.
The state reimbursed us for our Liquor report. The Board decided to start checking our liquor licenses again now that the state gave us this money.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 3 calls costing $0 dollars in losses and spending at total of 3 hours and 40 minutes.
3 memos were submitted.
The grant was to purchase/upgrade/replace the pump and engine on brush truck #4 for $4500.00. This is a 50/50 matching grant.
We are waiting on the award announcement. It should be made after Dec. 1st.
I have submitted the grant for the Engine #1 replacement in the amount of $350,000.00. If awarded our share will be $16,666.00.
Rich had applied for two Hannahville Grants for the fire department.
The first grant was to replace the portable pump for truck #3 for a cost of $5000.00. This grant was funded. Rich will be working to purchase a pump within the grant funding.
- The second grant was for additional equipment and upgrades to the new #5 truck including a generator, replacing the arrow stick light on the back, flashlights, traffic cones, and portable lighting. This grant was not funded.
Memo #2Member Resignation
This is to inform you that Mike Gatien has voluntarily resigned from the department November 7. He returned his pager and turnout gear citing that he does not have the time to commit to the department with his commitments to his business and children’s activities.
Mike was hired by the township board July 2012 serving 6 years 4 months on the department.
Subject: Memo #3Annual Recognition Dinner
I am asking if the board is planning to host an annual recognition dinner this year. There has been no date suggested from the fire department at this time however I would recommend January if possible. We do have the following individuals to be recognized for their service:
- Jordan Hafeman 10 years service
- Noah Vanenkevort 5 years service
- Chris LeBoeuf Life Membership
- Dale Otradovec Life Membership & 20 years service
A motion was made by Jim and seconded by Kevin to allow our Fire Dept to host the Awards Recognition Dinner.
No cemetery report. Park: Jim reported that all the pit toilets were pumped out and ready for winter. David commented on how nice the ATV trail sign Jim Nowack fabricated and put up at the park.
Jerry has bills ready to go to collect our winter taxes. We have another Board of Review coming up in December on 12/11 from 9-9:30. Building permits are up to date.
No report was presented.
The walking trail is 99.99% complete. The DNR is requiring signs marking the different species of trees on the trail. We asked for an extension and will be completed this spring.
Gary Eichhorn has been working to correct the heating issues in the new hall. Gary submitted a bill of $6005.00 to make to heating system working properly again. Motion was made by David and seconded by Jerry, all in favor, motion carried.
LABELLE ROAD EAST
This road is now worse than before, Jim spoke to Tony Kakuk to see what can be done to repair this situation. The Township has a bill to be paid for this work done and Jim said that we will not be paying anything until it’s repaired right. Jim wants to be at their next Board meeting in December.
SNOW PLOW BIDS
The Township received one bid to snowplow the Township hall and Fire Dept. from Gerald Kleiman. A motion was made by Jim and seconded by Jerry. All in favor, motion carried.
This was one of the busiest elections that was held in Spalding Township in a long time. We had a total of 606 people that voted in the November 6thelection. Most all of the Townships not just in Michigan reported a heavier than normal voter turnout.
We Energies set up a schedule to change over all of our streetlights to L.E.D. lights. It would take approximately 12.5 years to break even with the costs of changing to the new lights. The Board discussed possibly asking Hannahville for a grant to recover part of the cost. The current lights are getting old and parts are getting scarcer and scarcer to repair them so sooner or later they will need to be replaced. Jim made a motion to approve the new lighting system going and was seconded by Kevin, all in favor aye, motion carried.
CHRISTMAS TREE & WHO DECORATES IT & WHEN
David stated he would get a tree and put it up. A 8FT tree should be ok. Jim Nowack has a stand we could use.

SONS OF THE AMERICAN LEGION DONATION TO PLAYGROUND EQUIPMENT
The Township received a most generous donation from the Sons of The American Legion for playground equipment for Veterans Park for $1000.00. The Township Board would like to say Thank You and a Thanks to Kevin LaBonte for bringing this up to them. Jim received an email from Wayerhouser starting a possible grant for $38000.00+. Holding our fingers crossed that we get this grant for our kids for playground equipment.
REFUND FROM ACCIDENT FUND
Our Fire Dept received a refundfor not having any accidents last year of$283.63 refund.
HANNAHVILLE GRANTS $5000.00 FIRE DEPT AND $5000.00 TO PLAYGROUND EQUIPMENT
Hannahville granted $5000.00 to the Fire Dept for equipment and $5000.00 to the Township for playground equipment, Thank You Hannahville you have been amazing.
We haven’t used $132,000.00 that we received from U.S.D.A. remaining from the loan for the new Township hall. It was recommended to return it to lessen the total cost that we borrowed and pay off the loan sooner. A motion was made to return the money to reduce our cost by Kevin and supported by David. Motion carried.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Jerry and seconded by Cherryl. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, David, yes. Kevin, yes. Motion approved.
Jim received a letter from CUPPAD for projects for an economic grant. He was thinking about possibly adding our L.E.D. lighting or for possibly adding replacing all of our fire signs for the township. Jim will add these items and send the letter to Ben DuBois.
