The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Cherryl Mencinger, Jerry Bartnicki. David LeBoeuf, and Kevin LaBonte. Guests included: Jim Nowack, Dan Hammerberg, Rich Sexton, and Gerald Kleiman.

APPROVAL OF THE AGENDA:
The motion was made by Jerry to approve the agenda with Kevin supporting. All in favor, Motion carried.
All bills are up to date. A motion was made to accept the Clerks Report by David and was seconded by Kevin. David and Kevin looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org Motion approved.
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by Cherryl and seconded by Kevin. All in favor, Aye. Motion approved.
Both taverns and one grocery store in the township are current for February, no issues were reported.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 5 calls costing $0 dollars in losses and spending at total of 4 hours and 39 minutes.

Subject: Memo #1Grants
The grant was to purchase/upgrade/replace the pump and engine on brush truck #4 for $4500.00. This is a 50/50 matching grant.
Will be working with potential suppliers this month to get this ordered.
I have submitted the grant for the Engine #1 replacement in the amount of $350,000.00. If awarded our share will be $16,666.00.
No word on the award announcement.
Rich had applied for two Hannahville Grants for the fire department.
- The first grant was to replace the portable pump for truck #3 for a cost of $5000.00. This grant was funded. Rich has ordered the pump and it was delivered this past Monday. We are still waiting on one more fitting to be delivered.
Subject: Memo #2Cascade bottles and fill station
Meyer Township FD is interested in the cascade system and fill station and will be asking their township board to purchase the system and fill station for $6000.00. I haven’t been able to get my schedule to work with Meyer’s to get the sale complete. I am actively working on it this month.
Subject: Memo #3Membership Application
Tanner Hafeman of Spalding has submitted an application to become an active member of the department. Tanner is the son of Steve and Tammy Hafeman living on LaBelle Road and working swing shift in Menominee. He currently seems very interested in attending training and becoming an active member of the department.
The members present at the February fire department business meeting voted to recommend the township board hire Tanner Hafeman as a volunteer firefighter for the Spalding Twp Fire Department. A motion was made by Kevin to accept Tanner and was seconded by Jerry, motion carried.
- CEMETERY/PARK REPORT:
Nothing new at the Park or Cemetery. There was an over payment for two burials, Gerald will call both funeral homes to straighten that out.

WALKING TRAIL RECEIVED CHECK PARTIAL PAYMENT
We finally received a check towards our walking trail for $15,800, part was held back upon the completion of putting the signs up. Three signs have been ordered, CJ Graphics is doing the signs.
LABELLE ROAD (BUSINESSES ON THAT ROAD)
Jim went to the Road Commission meeting last Tuesday. There’s 10 businesses on that road, which might make it eligible for a grant from the state, Jim will look into that.
POLICY RESOLUTIONS FOR CDBG RLF
The Township needs a motion to get an extension to complete this. Jim read the letter explaining the 12 policies. A motion was made to support to adopt the policies and plans as required by the MEDC in order to comply with the Community Development Block Grant program, Motion was made by David and supported by Jerry. All in favor AYE, any opposed, No, Motion carried.
PROPOSED BUDGET FOR 2019
Jim made copies of the proposed budget and asked everyone to review the proposed budget for our next meeting. Jim stated that the Board and FD will be getting a small increase in their wages. It will be approved at the next Board Meeting.
QUALIFIED FOREST LETTER
Jim received a letter from the State regarding Qualified Forest Properties. It stated the changes that were made.
CELL TOWER INFO
The Board reviewed our Cell Tower Ordinance because we received a letter to build a tower in LaBranche. The Company that’s applying complied with all of our policies.
M&M GRANT APPLIED FOR PLAYGROUND EQUIPMENT
Wendy Sexton applied to the M&M Community Foundation for a grant for playground equipment for Veterans Park.
REPORTS SENT TO HANNAHVILLE 2% GRANTS
All of the grants that were applied for have been completed.
NEW SUB RECIPRIENT AGREEMENT
Jim needs to send this policy to Cuppad and Peter (from CUPPAD) will send it to Northern Iniatiatives and the MEDC.
WE ENERGY PROPOSAL LED LIGHTS
The Board received the agreement from WE Energies for the contract to install LED lights in the Township. It was approved and will be budgeted for 2019’s budget.
DEED AT THE CEMETERY FROM BOB AND LISA GATIEN FROM 2003 NOT RECORDED
The deed for property at the Cemetery from Bob and Lisa Gatien back in 2003 was never recorded and filed. This deed was filed and brought to Menominee to be recorded.
NCA COMMUNITY DAY PROJECT
The School sent the Township a letter stating that the school kids will be helping the Township with working at the Park, Cemetery and the Hall.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Kevin and seconded by Jerry. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, David, yes. Kevin, yes. Motion approved.
Jim commented on the fact that we are having trouble with the doors opening at the hall and see if the door cement work was done correctly. Jeff Walecka will be repairing the cement work.
