May 15th, 2019 – 6:30 PM
The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Cherryl Mencinger, Jerry Bartnicki. David LeBoeuf, and Kevin LaBonte. Guests included: Jim Nowack, Dan Hammerberg, John Anderson, Gerald Kleiman, Tom Draze, Austyn Kirschner, Al Nance, Sheila Nance, Kim Veeser, Fred Wilkey, Kathy Wilkey and John Zappala.
Fred and Kathy Wilkey came to our May Board meeting to donate money for the playground equipment at Veterans Park, Thank You Fred and Kathy for your most generous donation.
APPROVAL OF THE AGENDA:
The motion was made by Cherryl to approve the agenda with David supporting. All in favor, Motion carried.
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by David. David and Kevin looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org Motion approved.
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by David and seconded by Kevin. All in favor, Aye. Motion approved.
Both taverns and one grocery store in the township are current for May, no issues were reported.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 5 calls costing $0 dollars in losses and spending at total of 6 hours and 13 minutes.

Subject: Memo #1Grants
The grant was to purchase/upgrade/replace the pump and engine on brush truck #4 for $4500.00. This is a 50/50 matching grant.
The pump is installed and working. I will need a copy of both sides of the cancelled check we paid to Vallen to send to Lansing with the completed grant documents.
I have submitted the grant for the Engine #1 replacement in the amount of $350,000.00. If awarded our share will be $16,666.00.
No word on the award announcement.
Rich had applied for two Hannahville Grants for the fire department.
- The first grant was to replace the portable pump for truck #3 for a cost of $5000.00. This grant was funded. Rich has ordered the pump and it was delivered this past Monday. The fitting has been delivered. This grant should be complete.
- Rich applied for a grant in March for a generator, lights, and equipment for truck 5.Waiting on the award announcement.
I have applied for the Enbridge Grant for $4464.00 for the Milwaukee tools, lights, and saw. I should hear something hopefully before the next meeting. The website stated they would make their determination within 45 days of submission. The grant request was submitted on March 22, 2019. No word on award announcement as of yet.
- CEMETERY/PARK REPORT:
Gerald finished two winter burials. He worked on cleaning up the Cemetery.
Jim Nowack stated the park is open for the summer. The new signs and benches are out at the walking trail.
July Board of review is July 16thfrom 9 am to 9:30 am. Three exemptions need to be passed, a Poverty Exemption, Charitable Resolution, and a Property Transfer Affidavite. A new Charitable Resolution is being presented. A roll call vote is taken, Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, David, yes. Kevin, yes. Resolution approved.
SHERIFF’S REPORT: Tom stated we had 3 car deerThe department was on the lookout for an elderly couple traveling from Vulcan to Stephenson. They had car problems and were found by some ORV riders luckily.
Jim attended the road commission meeting May 14th. Jim was hoping they would open the bids, but it was delayed until May 23rd. The Township is willing to add money to fix this depending on what the Road Commission is going to contribute, again, the Township does not own these roads, the Road Commission does. There is also a complaint on the amount of potholes, and Jim will pass this along again to the Road Commission.
PLAYGROUND EQUIPMENT COMMUNITY BUILD DAY JUNE 22nd
Our playground equipment is ordered, a total of $55,000.00. The majority of the funds, $51,000.00, came from grants and donations. The build day is June 22nd. We need
people to open it up and carry it and assemble it. The area is approximately 42 x 42. We will need around 25-30 volunteers.
The Township is finally getting all the paperwork done to get our last reimbursement from the DNR. We’ve been working on this for almost three years.
ELECTRIC AT THE TRUCK PULL
The paperwork has been turned in to Wisconsin Electric to get this accomplished, we are waiting to hear from them.
COMMUNITY DAY MAY 17TH
Kids are working at the Township, Cemetery and Veterans Park.
SIDEWALK REPLACEMENT INFO
Jim handed out the plans for replacement and plans on getting bids from a contractor on fixing the cement in front of the doors at the hall.
STREET LIGHTS ELMINATION
The Board looked at different locations throughout the Township for streetlights that are not needed. We are putting brighter LED lights and the lights that will be eliminated will not be noticed. It will save the Township approximately $1300.00/year.
The Township received a refund on our insurance bill of $226.85 because we didn’t have any claims.
SEALCOAT QUOTE AT THE PARK BLACK TOP
A bid from Draze Sealcoating was received to seal the parking lot at Veterans Park. A motion was made by Kevin and seconded by Jerry. Motion carried.
RED CROSS BLOOD DRIVE JUNE 26th
The Red Cross will be here on June 26thfor their Blood Drive.
The Salt brine will be .47/gallon and the Chloride brine will be 1.08/Gallon, depending if they can get it. Last year we couldn’t get it.
QUOTE ON REPLACING 60FT OF GUTTER (ABOUT $2000)
Superior Steel gave us a quote to repair the gutters damaged by the snow and ice. Our insurance will cover all but our $500.00 deductable.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Jerry and seconded by David. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, David, yes. Kevin, yes. Motion approved.
Dan questioned about the Township buying a used truck to be used for salt brine. It was decided for as much as we would use it that the maintenance wouldn’t be worth it.
The Township is looking for volunteers to help with mowing or weedwacking at the Cemetery the Sat. before Memorial Day.
