The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Jerry Bartnicki, Cherryl Mencinger, Kevin LaBonte and David LeBoeuf. Guests included: Gerald Kleiman, Tom Draze, John Anderson and Jim Nowack.
No Public Comment
APPROVAL OF THE AGENDA:
The motion was made by David to approve the agenda with Kevin supporting. All in favor, Aye, Motion carried.
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by Jerry. David and Kevin looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org Motion approved.
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by David and seconded by Cherryl. All in favor, Aye. Motion approved.
No report was presented, both taverns were closed because of the Coronavirus.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 3 calls costing $0 dollars in losses and spending a total of 2 hours and 8 minutes.

Subject: Memo #1 Grants
Rich as asked to apply for another grant for the March cycle. The grant request amount is for $2000.00 to cover two emergency scene ahead signs, traffic cones, and a led light tower with extra battery. This project should outfit each of our trucks with the equipment needed so there is no truck without traffic safety equipment for fire calls or traffic calls. We did receive the award announcement for $2000.00 which was mailed on May 8, 2020. I will be working toward ordering the equipment soon.
I have the AFG Grant ready for submission for a new fire engine to replace Engine #1 in the amount of $375,000.00. Our share of the grant if awarded will be $17,857.14. Waiting on the award announcement.
Subject: Memo #2 DNR RFA Grant
The DNR Rural Fire Assistance Grant is out and available for application. This is a 50-50 matching grant. The members are asking to submit for a dual band portable radio for this grant. The approximate cost of the dual band VHF – 800 mhz radio is $3400.00. Dan is asking for your approval to submit this grant. A motion to approve this request was made by Kevin and seconded by Jerry, motion carried.
Still doing burials and the grass is growing. The Cemetery looked very nice for Memorial weekend.
The campground is starting to be used. Weekends for the pavilion is starting to fill in. Please do not park in the campground just to go fishing, it takes up a camp space and anyone who has a camper thinks the space is taken.
The State informed us that there will be an AMAR’s audit as planned.
It’s been a pretty quiet year so far. There was a complaint about someone doing donuts in the Park, Tom is addressing this issue.
This is scheduled for this weekend June 19th to June 21st.
This has now been shipped, the company was having problems getting a carrier to come to his company in New Jersey.
NEW BUSINESS: PAR PLAN REFUND
The Township received a refund of $995.69 from our insurance company
QUOTE QUARRY ROAD
The quote came in to repair (Blacktop) Quarry road and the quote came back at over $233,000.00 and wasn’t something within our budget. The next step is getting a quote for double chip sealing.
QUOTE TOWNSHIP LINE ROAD
The Township has a gentleman building a house on Township line road and he has requested gravel. Jim requested a quote from Darrell Cass to be able to put gravel down. Harris Township shares this road with Spalding Township so Spalding Township share would be half. Jim asked for a motion to put gravel down on Township Line Road. Kevin made the motion and was seconded by David. Motion carried.
EXTENSION PROPERTY TAX INFO
There is a proposed bill in the works to extend property taxes in our Township, This bill hasn’t passed yet.
DNR NEWS ON CAMPGROUNDS ETC.
The DNR announced that State Parks and local campgrounds will be opening for normal use after the Covid 19 pandemic.
COVID 19 TESTING JULY 1ST, 2020
The Upper Great Lakes Family Health Center has requested to use our Township hall as a test site to test for Covid 19 in our area. Jim asked for a motion to approve to mallow them to come in a test. A motion was made by David and seconded by Jerry, motion carried.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Jim and seconded by David. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, David, yes, Kevin, yes, Motion approved.
Gerald requested dust oil for the Cemetery. There is several areas that still need dust oil. Jim stated that there will be additional costs to finish the 400 road and the needed repairs to County Road 563. A motion was made by David and seconded by Kevin, motion carried.
