The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Jerry Bartnicki, Cherryl Mencinger, Kevin LaBonte and Chris LeBoeuf, Guests included: Gerald Kleiman, Jim Nowack, and Dan Hammerberg

APPROVAL OF THE AGENDA:
The motion was made by Chris to approve the agenda with Jerry supporting. All in favor, Aye, Motion carried.
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by Jim. Kevin and Chris looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org Motion approved.
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by Chris and seconded by Cherryl. All in favor, Aye. Motion approved.
All is well at both taverns and at the grocery store.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 11 calls costing $0 dollars in losses and spending a total of 7 hours and 3 minutes.

Memo #1 Grants
The members present at the September business meeting asked that I request permission to apply for two dual band VHF/800mhz radios, chargers, etc., through the September 2020 grant. Just requesting permission for Rich to submit the grant request. Rich as submitted the grant request.
I have the AFG Grant ready for submission for a new fire engine to replace Engine #1 in the amount of $375,000.00. Our share of the grant if awarded will be $17,857.14. Waiting on the award announcement.
I did apply for 2 dual band portable radios as first priority and one dual band portable radio as a second priority. We are waiting on the award announcement.
Leaves are picked up and 5 burials are coming up.
Everything is locked up and we need to get the septic pumped. Jim loaded all the picnic tables. The battery in the tractor is going but we’ll wait until this coming spring.
Jim called John Anderson and put him on speaker phone. Our AMAR check was all good. We didn’t have anyone in for Board of Review during the last session. The State will send a letter approving our AMAR check.
No report was presented.
John discussed this in his phone call under the Assessor’s report.
DOLLAR STORE ACCIDENTS
There was another accident by Family Dollar again. The Sheriffs dept asked the Township to look into trying to get the speed limit reduced.
The boiler inspector came and reviewed our boiler, and we were missing the CSVI report, Jim spoke with Gary Eichhorn and he will get that to the state. Jim Nowack questioned about the thermostat in the Fire Dept as to how it works with the modens, Jim will talk to Gary in that regard.
ROAD RALLY FOR 2021
Jim received a petition from the residents on River Road stating they didn’t want the Road Rally on their road. The Board discussed the pros and cons around this race in our Township. Jim said possibly looking at putting a bond on the road or possibly changing the route. Chris made a motion to approve the Road Rally for 2021 with Kevin seconding, All in favor, motion carried.
MTA CHRISTMAS PARTY CANCELED
The Board was notified that MTA has decided to cancel the Christmas Party.
SNOW PLOW BIDS
The time of year where the Township is looking to get bids for plowing the Township and Fire Dept. An ad will be put in to Lufts Advertiser.
ROAD REPAIR PROJECTS FOR 2021, KELL RD, CEMETERY, RIVER RD TO CEMETERY, PINE AVE. (US 2 TO US 2 & 41)
The Road Commission wants to know what the Township wants worked on as far as these roads. Jim suggested using crushed gravel on Kell road. Jim will talk to Darrell as to what we will need. The Cemetery has some money and Gerald questioned if we could possibly blacktop some of these roads. Jim stated that we need to put some money into our roads in the Township. He suggested to have to Road Commission give us a plan as to how we should repair these roads.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Jim and seconded by Jerry. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, Chris, yes, Motion approved.
Jim Nowack brough up streetlights stating the light by the Fire Dept is out. That’s a Village light and Jim will get the number of the pole and get it in to be repaired.
