The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Jerry Bartnicki, Cherryl Mencinger, and Kevin LaBonte, and Chris LeBoeuf. Guests included: Jim Nowack, Gerald Kleiman, Leon Felch, Max Sheriff and Dan Hammerberg.

APPROVAL OF THE AGENDA:
The motion was made by Kevin to approve the agenda with Jerry supporting.
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by Jerry. Chris and Kevin looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by Chris and seconded by Cherryl.
All is well at both taverns and at the grocery store for October.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 6 calls costing $0 dollars in losses and spending a total of 12 hours and 27 minutes.

Subject: Memo #1 Grants
I did apply for 2 dual band portable radios as first priority and one dual band portable radio as a second priority. We finally received the award announcement. We received the grant for $3140.00 which is half of the 50-50 matching grant. The documents have been signed and returned to the DNR. The radios are in. Radios and equipment are in. Final paperwork has been submitted and we should receive the check from the State through electronic deposit.
We did receive an application for the 2022 VFA DNR grant. I did submit the grant application for various hand tools and equipment in the total amount of approximately $4500.00. Waiting on the award announcement.
I have submitted the grant for FY2020 in the same amount as last year of $375,000.00 to replace Engine 1 and equipment. Our matching portion if awarded will be $17,857.14. We were notified on October 6 that our grant application was not awarded.
4 burials since our last meeting. Gerald has been trying to get parts for the leaf processor. It needs to be repaired. Everything at the Park is down and ready for winter. Jim asked Jim Nowack to get a list for repairs that are needed before next spring.
Leon asked the status of a person who is claiming resident status for three properties that she owns. The Township will look into this.
A couple OUID drug related. Quite a few deer/car accidents. Jim was complaining about all the litter on both sides of the stop sign on the detour by is house.
PARK PLATFORM PERMIT UPDATE
We got the notice of authorization of our permits. Jim would like to get some quotes as to how much this platform would cost so we can apply for a grant.
ARPA PAYMENT UPDATE(AMERICA RESCUE PLAN FUNDS)
We resummited our information and haven’t heard back as to when we will get these funds.
5 YEAR REC PLAN
Our 5 year rec plan is expired. Our rec Plan is used mostly for a DNR grant. CUPPAD will help us out with this plan.
SNOWPLOW BIDS (DUE OCT. 19TH 2021 BY 4:00 PM
Checked the dropbox for snowplow bids and the only bid we received was from Gerald Kleiman. It was the same bid as last year. A motion was made by Chris and seconded by Jerry to accept Mr. Kleimans bid.
MTA CHRISTMAS PARTY
The MTA Christmas Party is in December. Anyone wishing to go, get back to Cherryl by next week.
NEED SOMEONE TO PRUNE SHRUBS ETC
Lee Vincent has volunteered to do this. Kevin made the motion to have Lee do this and was seconded by Chris, motion carried.
MIKE MALONE TO DO COMPUTER UPDATES
Jim told Mike he could do all the recommended updates on the Township Board computers.
EICHHORN TO WORK IN THE BOILER ROOM
Gary Eichhorn is going to check our boilers and do any recommended updates.
ROAD COMMISSION BILLS
The work we had done by the Road Commission came in cheaper than they quoted us.
DATE OF NOVEMBER BOARD MEETING
Our normal Board meeting was in hunting season so it was agreed to schedule our meeting a week earlier on November 10th. The Lufts Advertiser was notified. Jim made the motion to change the date with Chris seconding. Motion carried.
GAD PRICE INCREASE
GAD our disposal company will now be charging us a monthly fee.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Kevin and seconded by Jerry. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, Kevin, yes, Chris, yes Motion approved.
