The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Jerry Bartnicki, Cherryl Mencinger, Chris LeBoeuf and Kevin LaBonte. Guests included: Gerald Kleiman, Jim Nowack, Leon Felch, and Dan Hammerberg.
PUBLIC COMMENT:

APPROVAL OF THE AGENDA:
The motion was made by Chris to approve the agenda with Jerry supporting.
CLERKS REPORT:
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by Jerry. Kevin looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org
TREASURERS REPORT:
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by Kevin and seconded by Cherryl.
LIQUOR REPORT:
All is well at both taverns and at the grocery store for July.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 8 calls costing 5000.00 dollars in losses and spending a total of 13 hours and 33 minutes.

Subject: Memo #1 Grants
DNR Grant
We did receive an application for the 2022 VFA DNR grant. I did submit the grant application for various hand tools and equipment in the total amount of approximately $4500.00. We were notified we did receive this grant. We have been working on the equipment list and will be working toward ordering the equipment. We have ordered some of the equipment and some is currently being delivered.
2021 AFG Grant
We were fortunate that they extended the grant application deadline to January 21, 2022. I submitted the application for a new fire engine to replace Engine 1 with an amount of $375,000. Our cost share if awarded is $17,857.14. The application was submitted on January 18, 2022. Waiting on award announcement. Possibly starting announcements next month.
Hannahville Grant
We put in a grant for some mechanic tools for the station. Received notification we were awarded the grant. Some of the tools are purchased and in. More to order to finish the grant amount.

Subject: Memo #2 Membership Application
We have received two membership applications we are forwarding to you for your review and approval.
Chris Peterson has applied to become a member of the Spalding Twp Fire Department. Chris is a certified structural and wildland firefighter and has many credentials responding to several large incidents nationwide. The membership voted to recommend the board hire Mr. Peterson.
Jodi Peterson has also applied to become a member of the Spalding Twp Fire Department. Jodi is a certified structural firefighter at the firefighter II level. The membership voted to recommend the board hire Mrs. Peterson.
The Petersons are relocating to Spalding Township from the Curtis area where they owned a motel they have just sold. They have firefighting experience on the Marion FD in Osceola County and on the fire department in the Curtis area. They have purchased Bill Anderson’s house on US 2 and plan to be here by the end of this month

Subject: Memo #3 Purchase Request – Computer
Mike Malone has informed me that the computer in the fire chief’s office has a hard drive issue and it is getting close to crashing. His recommendation is to upgrade the computer as it is quite old. This is the computer we use to put report our fires to the National Fire Incident Reporting System (NFIRS) each month as well as we do use it to store some of the departments electronic documents.
I am requesting permission to upgrade the computer in the fire chief’s office with an approximate cost of $900.00.
A motion was made to accept this request by Jim and second by Kevin. All in favor, aye, motion carried.
CEMETERY/PARK REPORT:
Gerald had 6 burials for July. Cutting grass, weed whacking as usual. Jim has been busy fixing up the workshop in the Park. Painting and replacing etc.
ASSESSOR’S REPORT:
July board of review was yesterday July 19th. Leon has been out doing inspections in the Township.

OLD BUSINESS:
GRAVEL LIST
Jim handed out a list of roads that the Township wants to gravel. Jim is open to suggestions as to where more gravel is needed. A new gravel pit was found out on River Rd. Jim is going to meet with the Road Commission to look at it.
COUNTRY ARPA FUNDS FOR GRAVEL
Jim and Jerry went to a meeting in regards to getting an approved amount for our Township from the county ARPA funds. County ARPA funds total is $750,000 for all of the townships, villages & citys in the county. Each year for the next 3 years, Spalding Township will get $25,159.24 and our match would be $5031.85/ year.

CAMERAS AT THE PARK
The new camera’s are so much better, more clear.
5 YEAR REC. PLAN INFO NEEDED
The DNR is requesting more information for our 5 year rec plan, Jim is gathering the requested info and will get it to them.
NEW BUSINESS:
APPROVE ARPA FUNDS PROJECT FOR 10,000 YARDS OF CRUSHED LIMESTONE AND CHIP SEALING OF QUARRY RD.
Jerry gave the Board a breakdown of expenses for the costs of where we’re at. We have roughly $125,810, we need to approve adjusting the budget. The two projects will cost a total $125,810.00. The first project is chip sealing Quarry road for $63,656.90, the second project is 10,000 yards of crushed limestone at a cost of $62,152.10. Chris made the motion to approve these projects, supported by Kevin.
MIKE MALONE SAYS WE NEED TO UPDATE OUR COMPUTERS
The Board isn’t having any problems with the computers we have and feel these will last a few more years yet.
REQUEST INFORMATION FROM RD COMMISSION ON PULVERIZING & BLACK TOPPING PINE AVE
Jim is asking the Board permission to inquire on the cost to repair this road. This has been granted.
DUST OIL SALT BRINE .65/GALLON, CALCUIM CHLORIDE $ 1.35/ GALLON
The Township has been getting requests for more dust oil, last year the Township spent over $16,000 on just dust oil. More dust oil is being put down this coming week.
PARK
The Township has been having problems with people living at the Park, it was suggested to limit camping to a max time of 14 days. Bill Kircshner volunteered to clear out some of the stumpage and dead trees. The Lions Club wanted to inform the Township that they are having an appreciation day for Monday August 15th, 2022, to say Thank You to the community.
TOWNSHIP WEBSITE
JRWEBWORKS maintains the Spalding Township and the Fire Dept website and they need to be upgraded. I’m asking permission to limit the amount of meeting minutes, currently we have 16 years. It was agreed to have one year of minutes.
