October 16th, 2019 – 6:30 PM
The meeting was brought to order by Clerk Mencinger. The following Board members were present: Jerry Bartnicki, Cherryl Mencinger, David LeBoeuf, and Kevin LaBonte. Absent was Jim Moraska. Guests included: Jim Nowack, Rayne Roberts, Jeremiah Johnson,and Gerald Kleiman.

APPROVAL OF THE AGENDA:
The motion was made by Kevin to approve the agenda with Jerry supporting. All in favor, Aye, Motion carried.
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by David. David and Kevin looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org Motion approved.
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by David and seconded by Cherryl. All in favor, Aye. Motion approved.
Both taverns and one grocery store in the township are current for September, no issues were reported.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 5 calls costing $0 dollars in losses and spending at total of 8 hours and 19 minutes.

Subject: Memo #1Grants
I have submitted the grant for the Engine #1 replacement in the amount of $350,000.00. If awarded our share will be $16,666.00.
They have been announcing awards however still no word on the award announcement.
Rich as applied for grant this September application period. He requested tools for the rescue truck, light towers, and foam totaling $5000.00.
Two more burials this past month. Gerald is picking up leaves and still mowing grass. Cherryl brought up a request for a person who requested to purchase a lot in Block 2 to allow 2 cremains to be buried. A motion was made to allow Mary Plunger to buy 1 lot in Block 2. Motion was made by David and supported by Kevin. Park report, Jim stated the camp ground is closed. Jim will call to get the septic pumped.

Joel Rennie submitted our Form 65 and filed it with the State.
COVER OVER THE ELECTRICAL PANEL
No one put in a bid to build the cover over the electrical panel. Jim Nowack volunteered to build it. A motion was made by David and supported by Jerry to approve Jim Nowack building the cover over the panel. Motion carried.
STREET AND ROAD SIGNS
Jim Moraska submitted a list of signs to Lange Enterprises for a quote to replace signs in the Township, we’re waiting for the quote to come in.
MTA CHRISTMAS PARTY
Cherryl received the information for this years MTA Christmas Party. Anyone wishing to go, please let Cherryl know.
ROAD GRAVEL (WE MAY GET SOME DONE OFF OUR LIST)
The Road Commission has been working on graveling in our area.
One bid was received for the Township to plow from Gerald Kleiman. Kevin made the motion to accept Mr. Kleiman’s offer with Jerry supporting. Motion carried.
TOWNSHIP BOARD MEETING DATE CHANGE
The Board decided that having our monthly Board meeting during rifle season would cause a conflict with our Board members. It was decided to have our monthly Board meeting one week earlier on November 13th. A notice will be posted in the Luft’s Advertiser.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Kevin and seconded by David. Motion approved. Roll Call Vote: Cherryl, yes, Jerry, yes, David, yes. Kevin, yes. Motion approved.
Rayne Roberts came forward and stated that the Rescue squad is purchasing land to build a building to house a second ambulance to be closer to the Spalding area, and would like Spalding Township’s support. A motion to support their building was made by Kevin and supported by Jerry. Motion passed.
