The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Jerry Bartnicki, Cherryl Mencinger, Kevin LaBonte and Chris LeBoeuf, Guests included: Gerald Kleiman, Jim Nowack, and Dan Hammerberg
APPROVAL OF THE AGENDA:
The motion was made by Jerry to approve the agenda with Chris supporting. All in favor, Aye, Motion carried.
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by Chris. Kevin and Chris looked over the expense statements. A motion was made to accept the Budget meeting by Jerry and seconded by Kevin. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org Motion approved.
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by Cherryl and seconded by Chris. All in favor, Aye. Motion approved.
All is well at both taverns and at the grocery store for November.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 4 calls costing $0 dollars in losses and spending a total of 5 hours and 53 minutes.

Memo #1 Grants
The members present at the September business meeting asked that I request permission to apply for two dual band VHF/800mhz radios, chargers, etc., through the September 2020 grant. Just requesting permission for Rich to submit the grant request. Rich as submitted the grant request. I understand we were awarded the grant. The Grant was awarded for $3644.00.
I have the AFG Grant ready for submission for a new fire engine to replace Engine #1 in the amount of $375,000.00. Our share of the grant if awarded will be $17,857.14. We were notified we were not awarded this grant.
I did apply for 2 dual band portable radios as first priority and one dual band portable radio as a second priority. We are waiting on the award announcement.
Subject:Memo #2 New Member Hire
Owen Chartier has applied to become a cadet member of the fire department. Owen is the son of Danielle (and Dennis) Chartier. Owen is still in high school but appears very interested. He did attend our training and business meetings this month. We will likely try to get him to the required training in next year’s training schedule but will continue to train him in house to get him ready for certification training.
The members voted unanimously to recommend the board hire Owen Chartier as a cadet member of the Spalding Township Fire Department.
A motion was made by Kevin and seconded by Jerry to accept Owen’s application into the Spalding Township Fire Dept.
Gerald had problems with the leaf blower. Jim Nowack said he would work on it. Gerald said we have a burial Sat.
Jim Nowack said that all the septic tanks that needed to be pumped were done.
Due to the covid-19 increase in the county John is sending a written report.
2020 winter tax data was sent to the township treasurer on November 6th. I’m waiting for the warrant to check the numbers. I will then sign the warrant so the township can collect taxes.
All address changes, transfers, principal residence exemptions, qualified forest, transitional qualified forest are up to date and entered in the computer system.
All new building permits are completed and in the computer system. Also have been out with supervisor Moraska checking properties for buildings without permits. John still has some to check from a list from the supervisor.

BOILER INSPECTION (CSDI REPORT)
Our CSDI report was submitted into the State according to Gary Eichhorn.
SNOW PLOW BIDS:
Two snow plow bids were submitted. One from Gerald Kleiman for $130.00 per plow and one from Vito’s tree service, for $75.00/hour. Jim Moraska made a motion to accept Gerald Kleimans bid with Kevin seconding, motion approved.
Our election went pretty smooth and we were really busy. We had 816 ballots that went through the tabulator. 400 were absent voter submissions. We were extremely busy and the election workers worked extremely hard and did a tremendous job. Darrell couldn’t make our Board meeting tonight but Jim is planning to set up an appt with him on Dec 3rd. Jim did ask Jamie Gagne to give us a quote for crushed limestone for the Cemetery.
The cover letter listed a few items that need to be changed, and listed afew things that our Township does a good job on. Jerry and myself will make any new adjustments.

Nobody ran to fill the position of Constable and the Township agreed to appoint myself as constable for the next four years. Kevin made the motion to appoint myself with Chris seconding, motion carried.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Jerry and seconded by Chris. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, Kevin, yes, Chris, yes, Motion approved.
Gerald requested to have a tree stump ground out in Block three. Jim stated we would wait until next spring because there is more that should be removed.

A motion was made to adjourn by Cherryl with Jim seconding. Meeting adjourned at 7:27 P.M. CST
