The meeting was brought to order by Supervisor Moraska. The following Board members were present: Jim Moraska, Jerry Bartnicki, Cherryl Mencinger, Kevin LaBonte and Chris LeBoeuf. Guests included: Leon Felch, Jim Nowack, Larry Johnson, Tom Draze, Max Sheriff, John Anderson, Gerald Kleiman and Dan Hammerberg.

APPROVAL OF THE AGENDA:
The motion was made by Cherryl to approve the agenda with Jerry supporting. All in favor, Aye, Motion carried. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, Kevin, yes, Chris, yes, Motion approved.
All bills are up to date. A motion was made to accept the Clerks Report by Kevin and was seconded by Chris. Kevin and Chris looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org Motion approved. Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by Cherryl and seconded by Jim. All in favor, Aye. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, Kevin, yes, Chris, yes, Motion approved.
All is well at both taverns and at the grocery store for April.
FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 6 calls costing $0 dollars in losses and spending a total of 6 hours and 49 minutes.
2 memo’s were submitted.
The members present at the September business meeting asked that I request permission to apply for two dual band VHF/800mhz radios, chargers, etc., through the September 2020 grant. Just requesting permission for Rich to submit the grant request. Rich as submitted the grant request. The grant was awarded for one radio. The radio has been ordered from JS Electronics and
Is in. The radio is now being sent to the State for programming. The state’s estimated wait time is 22 weeks according to JS Electronics. Rich has submitted the grant paperwork for this grant.
March grant. We did not submit for the March grant.
I did apply for 2 dual band portable radios as first priority and one dual band portable radio as a second priority. We finally received the award announcement. We received the grant for $3140.00 which is half of the 50-50 matching grant. The documents have been signed and returned to the DNR. The signed documents have been returned. I am working on the bids and purchase.
I understand the next fiscal year (FY2020) of AFG grants will open soon. I have submitted the grant for FY2020 in the same amount as last year of $375,000.00 to replace Engine 1 and equipment. Our matching portion if awarded will be $17,857.14. Waiting on the award announcement.
Subject: Memo #2 Membership Application
John Raab has applied to become a member of the department. He is a new small business owner in the township who does cleaning and restoration of houses and buildings. The cleaning and restoration he does is after disasters. He lives on Maple street in the old Geoffroy house. (Robinsons were the last family there). He is from Illinois and was certified as an Illinois firefighter at the fire fighter II level and we can get reciprocity for his certification here in Michigan.
The members present at the regular meeting in April recommend the board hire John Raab as a volunteer firefighter for Spalding Township Fire Department.
A motion was made by Jim and supported by Jerry to have John on our fire department
Gerald cleaned up the Cemetery and had 3 burials already. Jim asked to have 5-6 kids at the Cemetery for the clean-up day in May.
Jim Nowack stated the playground is being used quite a bit. He put out garbage cans and cleaned the pavilion. Jim Moraska suggested opening the park the first of May, the campground will be open May 1st, 2021
Everything has been filed since Board of Review, he is now working on the 2022 database.
There has been several car/deer accidents. One roll over accident.
RLF CDBG OLD LOAN INFO
The State requested to have the Township Board review the outstanding loan from 2011, The Board has asked to forgive the remainder of the loan. Most of the loan has been paid off. A motion was made by Kevin second by Chris to support this request. A request has been made to the Township to borrow money from Spalding from someone outside Spalding Township, we have never borrowed money outside our Township. This venture would not benefit our Township. A motion was made not to allow this money to leave our Township by Chris and seconded by Kevin. All in favor, motion is approved.
Jim Moraska submitted a list of roads in Spalding Township needed to be graveled, Darrell Cass committed to graveling as many of these roads as weather and time permits.
A business came forward asking to allow a marijuana business into Spalding Township. This was discussed about a year ago and wasn’t very favorable. It was decided to uphold our original resolution of not allowing this application.
It was decided to mount it on the west side of the building.
COMMUNITY CLEAN UP MAY 14TH, 2021
This was discussed earlier as to how many kids and where we want them to work.
M&M FOUNDATION LETTER & MEETING APRIL 30TH, 2021
This is a meeting to increase awareness about Narcon kits and what to do on an overdose.
CDBG LOAN OUT OF THE TOWNSHIP
This was discussed earlier under the RLF CDBG loan info.
MILEAGE L-4028 & L 4029 FROM EQUALIZATION
We received our L4029. It was filled out and returned to Equalization.
MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Chris and seconded by Jerry. Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, Kevin, yes, Chris, yes, Motion approved.
It was noted about a dead tree on Elm and Hemlock that needs to be removed. Jim recommended contacting the road commission.
Jim Nowack asked about putting up some signs that would help ATV owners as to where they can go in the Township. Jim Moraska will contact the DNR to allow us to do this. Gerald asked if the Township can add some gravel in the Cemetery. A motion was made by Chris and seconded by Kevin to put limestone in the Cemetery.
ANY OTHER COMMENTS OR SUGGESTIONS FOR THE GOOD OF THE TOWNSHIP
Jim brought up the fact that Dover Flag has changed hands and the new owner has tripled the price and the quality isn’t very good. Jim asked if anyone from the Township knew of another company that can do this.
