Spalding Township Regular Board Meeting – April 20th, 2022

April 20th, 2022 – 6:30 PM

The meeting was brought to order by Supervisor Moraska.  The following Board members were present: Jim Moraska, Jerry Bartnicki, Cherryl Mencinger, Kevin LaBonte, and Chris LeBoeuf.  Guests included: Gerald Kleiman, Jim Nowack, Randy Viau, Leon Felch, Casey Hoffman, Mark Simon, and Dan Hammerberg.
 
PUBLIC COMMENT:
Casey Hoffman and Mark Simon are running for political office and wanted to introduce themselves.

APPROVAL OF THE AGENDA:
The motion was made by Cherryl to approve the agenda with Kevin supporting.

CLERKS REPORT:
All bills are up to date.  A motion was made to accept the Clerks Report by Kevin and was seconded by Chris. Kevin looked over the expense statements. Minutes of the monthly meetings can be viewed on the Township website located at www.powers-spalding.org 

TREASURERS REPORT:
Jerry gave the financial hand out showing the Township’s monthly balances and went over the report. A motion to accept the treasurer’s report was made by Chris and seconded by Jim.

LIQUOR REPORT:
All is well at both taverns and at the grocery store for April.

FIRE REPORT/FIRE CHIEF & FIRE DEPT:
The Department responded to 3 calls costing $8000.00 dollars in losses and spending a total of 1 hour and 45 minutes.

Subject:          Memo #1 Grants

DNR Grant

We did receive an application for the 2022 VFA DNR grant.  I did submit the grant application for various hand tools and equipment in the total amount of approximately $4500.00.  We were notified we did receive this grant. We have been working on the equipment list and will be working toward ordering the equipment. 

2021 AFG Grant

We were fortunate that they extended the grant application deadline to January 21, 2022.  Dan submitted the application for a new fire engine to replace Engine 1 with an amount of $375,000.  Our cost share if awarded is $17,857.14.  The application was submitted on January 18, 2022. Waiting on award announcement. 

Hannahville Grant

We put in a grant for some mechanic tools for the station. Waiting on the award announcement.

CEMETERY/PARK REPORT: 
Gerald has been busy picking up sticks and branches. The back tractor tire is bad, Gerald asked permission to take it to Pomps. Nothing for the Park, it’s closed.

ASSESSOR’S REPORT:
March BOR A few people contested their taxes.

SHERIFF’S REPORT: 
No report

OLD BUSINESS:

ARPA FUNDS UPDATE
Jerry is going to try entering into the portal on April 21st, 2022. We haven’t decided what we are going to use these funds for.


NEW BUSINESS:

ROAD COMMISSION COUNTY SUPERVISORS MEETING HELD ON APRIL 7TH
All the County Supervisors met to discuss what to do with the ARPA funds and decided to put the money into county roads.

RESOLUTION FOR COUNTY BOARD
A resolution was drawn up to approve the work being done from the Road Commission using ARPA funds. A motion was made by Kevin to approve this resolution with Chris seconding, Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, Chris, yes Kevin, yes, Motion approved.

ESTIMATE ON PARK ROAD REPAIR
The Township received an estimate to repair the road at the park. Jamie Gagne submitted this estimate of $5572.50. A motion to approve this made by Chris and seconded by Cherryl. Motion carried.

DISCUSS POLICY ON SOLAR & WINDFARMS IN OUR TOWNSHIP
Jim received a letter from Michigan State University on solar and wind power. Kevin volunteered to research this information.

SIDEWALK REPAIR
Jim asked the Board to take a look at the sidewalks in our Township, they also need to be cleaned.

ROAD SIGN REPLACEMENT
Jim went through the Township and found several signs that need to be replaced. He submitted the list to Lange sign and is waiting for them to give us an estimate.

NEW COPIER
Cooper gave us an estimate for a new copier. We have been having several problems. The copier is around 20 years old and parts are hard to find. Jim will look into the idea of a new copier.

MOTION TO PAY THE BILLS (ROLL CALL VOTE)
Motion was made to pay the bills by Chris and seconded by Kevin, Motion approved. Roll Call Vote: Jim, yes, Cherryl, yes, Jerry, yes, Chris, yes Kevin, yes,  Motion approved.

PUBLIC COMMENT
The area school kids will be coming to help clean up the Township Cemetery, Park and Hall on May 13th, 2022. They do this every year and it is much appreciated.

ANY OTHER COMMENTS OR SUGGESTIONS FOR THE GOOD OF THE TOWNSHIP
Dan commented about several roads that are flooded. Jim rode several roads and made a list of the roads that need looked at.
Mr Casey Hoffman made the comment about the Wilson Creek Café’s evening on feeding the Ukraine meals to help support Ukraine, They served well into the night and over $20,000.00 was donated. The meals were fabulous! Such a wonderful effort on their part to help this country. Thank You!!!!

A motion was made to adjourn by Chris with Cherryl seconding. Meeting adjourned at 7:30 P.M. CST
